The General Fund deficit of approximately $1.5 billion over the next two years was driven largely by sharp
declines in revenue due to the COVID-19 emergency and continued growth in expenditures. The Mayor’s
proposed budget closes the shortfall responsibly, preserving jobs and with minimal impact to services.

BALANCING THE BUDGET
The Mayor’s proposed budget was balanced through a combination of revenue and expenditure
solutions, while also investing in key priorities such as racial equity, behavioral health and homelessness,
