Я считаю, что потенциальные иммигранты должны оцениваться с точки зрения:
а. Затребованности на рынке труда.
б. Образовательного уровня.
в. Знания языка.
г. Возраста.
д. Наличия денег на первое время.

За исключением, разумеется, родственной иммиграции и т.п.
