Ummm... actually, the whole point of taxation is that the government gets to decide how much to pay policemen. This is not about your rights, it's at best about the city's rights. And has nothing to do with a _volunteer_ force, anyhow, because a volunteer is someone who isn't paid, which is the whole point.
