По-моему, тут какое-то недоразумение В разделе Government support to Ukraine: By country group, € billion чётко видно, что и allocated, и to be allocated EU aid is much higher. I don't know whether they double-count financial aid (EU commission / individual countries) in the section we previously looked at, I suspect they don't and we need to add this as well. Also, I hope you included the UK.
